TRAINING AND QUALIFICATION培訓和資格1. Purpose 目的This procedure describes the process for training and qualification requirements for personnel activities affecting quality, health and safety and environment.該程序文件規(guī)定了對產(chǎn)品質(zhì)量、職業(yè)健康和安全以及環(huán)境有關(guān)人員的培訓過程以及資格要求。2. Responsibilities 職責The Department Manager is responsible for identifying training need with the staff, HR department Is responsible for gather the training requirement to identifying the specific training need with the job description, ensure the qualification of the employee. 部門經(jīng)理與員工確認培訓需求,人力資源部負責識別特定的培訓需求并確保員工具有能完成本職工作的資格。The Human Resource Department is responsible for the organizing, planning and realization of training, and evaluating the overall effectiveness of the training program.人力資源部負責培訓的組織、計劃以及實施,并評估培訓的有效性。Training teacher should be arranged by HR Department.培訓師由人力資源部選擇指派。3. Process reference 過程參考ISO/TS 16949: Section 章節(jié) 6.2Quality Manual 質(zhì)量手冊: SP014. Terms and definitions 術(shù)語和定義------5. Procedure 程序5.1 Identify training needs識別培訓需求A need for training can arise from the balancing of current and future requirements on the one side and worker ability and knowledge on the other. The need for training shall be systematically checked by the department manager when workers take up new positions or are transferred. Training of all employees shall be in tailored to specific customer requirements.培訓需求起源于現(xiàn)在和將來的工作需要及員工的能力和知識。當員工從事新崗位或轉(zhuǎn)崗時,培訓需求由部門經(jīng)理結(jié)合崗位要求識別。所有員工的培訓將傾向于滿足顧客特定的要求。HR department extract raining requirement from the employee annual appraisal, and identify the training item and type through the job matrix and JD.另外,人力資源部根據(jù)每年年底的員工年度評估報告匯總并結(jié)合員工職位描述的培訓要求確認當年的培訓計劃。計劃外的培訓需求經(jīng)上報相應(yīng)管理層獲得批準后落實。Unscheduled training needs will be reported by those in charge. 每個員工將依據(jù)建立的崗位資格矩陣和職位描述來決定是否需要額外的培訓。5.2 Settling-in plan建立培訓計劃HR department responsible for redact the annual training plan.年度培訓計劃由人力資源部制定。HR department abstract the training requirement base on the annual training plan, confirm the department training plan with the department manager and define the final annual training plan according to the job matrix and JD .人力資源部根據(jù)員工年度評估報告提取員工培訓需求,以員工崗位資格矩陣和崗位說明書為基礎(chǔ),與部門經(jīng)理共同確認各部門人員的培訓計劃,并最終制定完成工廠的年度培訓計劃。The superior is to draw up a settling-in plan for all newly-appointed and relocated employees. Job description is the basic which need be obey.部門經(jīng)理對新進和轉(zhuǎn)崗員工擬定培訓計劃,建立培訓計劃的依據(jù)是“崗位說明書”。5.3 Training implement 培訓實施Training is provided by informative meetings, discussions in which general or specific questions of quality assurance are covered alongside other topics, special or basic courses, and instruction at work.培訓可以以信息會議、覆蓋其他主題的一般或具體的質(zhì)量保證問題的討論、特殊或基礎(chǔ)課程以及工作指導方式提供。In order to prevent errors and faults and to pursue corrective action, employees shall also receive unscheduled training on matters arising in response to internal and external complaints.為了防止錯誤和失敗以及實施糾正措施,員工也應(yīng)接受針對內(nèi)部或外部的投訴未計劃的培訓。Training is conducted when:培訓實施時機a) Changes are made in the quality assurance system or new regulations are adopted.質(zhì)量保證體系的改變或者新規(guī)定的采用b) Shortcomings indicative of incomplete or incorrect application of the stipulated procedures of the quality control system or other activities are identified.缺點表示質(zhì)量控制系統(tǒng)或其他活動的規(guī)定的程序運用不徹底或錯誤運用被識別c) New procedures, systems and equipment are introduced.新程序、系統(tǒng)以及設(shè)備的引用d) Requested by management.管理的需要。5.3.1 Internal Training 內(nèi)訓5.3.1.1 Annual training plan 年度計劃內(nèi)訓The training types, schedule and training teacher need be coordinated by HR department according to the annual training plan.人力資源部根據(jù)年度培訓計劃協(xié)調(diào)培訓的類型、時間和培訓師In additional, internal training of the training plan need be arranged by HR department also.根據(jù)培訓計劃,由人力資源部組織并安排計劃中的內(nèi)訓。HR department involve in the training process, and provide the written training attendance as the official record.人力資源部跟蹤培訓過程,并提供書面的培訓簽到表作為培訓記錄的保存。Additional, each department can self-organize training for some specific issues such as one point lesson, the results of training keep by themselves.另外各部門可針對一些具體問題自行組織培訓,如一點教育,結(jié)果由各部門自行保管。5.3.1.2 Orientations 新員工培訓HR department distribute the training file and common training plan on the first day when the employee on board.人力資源部于新員工入職當天發(fā)放培訓資料和培訓計劃表The training effect need be evaluated after the orientations; HR department will organize the exam to evaluate the new staff through the common test.新員工入職后,人力資源部組織員工參加公共基礎(chǔ)培訓,并進行考核評估。新員工入職后,人力資源部組織員工先做廠規(guī)廠紀及安全事項的培訓,在崗位實踐二周后進行2IP、過程、工藝等培訓。The specific skill requirement of on- job -training need be organized by relevant department who in charge, All the record need be taken by HR.具有特定崗位技能要求的各部門員工,在通過公共基礎(chǔ)培訓后,由各部門組織上崗培訓和相關(guān)的考試,考核后,崗位培訓計劃和試卷交由人力資源部保存。5.3.2 External training 外訓In the light of annual training plan, HR department execute the external training and select the external training institution according to the training content人力資源部按照年度培訓計劃執(zhí)行外訓,并根據(jù)培訓的內(nèi)容選定外部培訓機構(gòu)進行培訓External institutions provide the training qualification file or certificate.外部培訓,由培訓機構(gòu)提供證明成功完成培訓的文件或證書。5.4 Training evaluation培訓評估5.4.1 Internal training 內(nèi)訓After the internal training, the employee should fill the training implement evaluation form to evaluate the training result and quality which over 2 hour. 年度培訓計劃的內(nèi)訓結(jié)束后,員工對培訓活動(>2小時)的質(zhì)量和效果進行評估。該記錄將轉(zhuǎn)交人力資源部進行管理。5.4.2 Orientation新員工入職培訓Common training test score ≥ 60 qualified , the employee can take the post only after pass the exam.公共培訓測試得分≥ 60意味著考試通過,考試合格后才能上崗。人力資源部組織對新員工的考核,考核不通過則不錄取。對通過考核的員工進行崗位培訓,培訓后進行獨立操作的資格認證。具備的技能由生產(chǎn)、技術(shù)、質(zhì)量、維修組成的多功能小組的相關(guān)人員進行簽字確認。一般關(guān)鍵崗位2個月后進行獨立操作資格認證。非關(guān)鍵崗位1個月后進行獨立操作資格認證。Each department manager arranges the position skill evaluation based on the importance of jobs and the need of position, the assessment divided to theory and practice. Multi-disciplinary team (including colleagues from Quality Dept. Production Dept. and Technical Dept.) assess the corresponding content. The score should be more than 80.各部門經(jīng)理根據(jù)崗位的重要性及需要安排崗位技能考核,評定分理論與實踐兩部分。由質(zhì)量、技術(shù)、生產(chǎn)等組成的多功能小組考核相應(yīng)的內(nèi)容,考核結(jié)果80分為合格。5.4.3 External training外訓The trainee need fill the training implement evaluation after the training, and the superior need evaluate the training effectiveness after three months, all the record should be archived at HR department. 培訓結(jié)束后,學員需填寫培訓培訓實施評估表(學員填寫) ;培訓結(jié)束后滿3個月,由部門經(jīng)理填寫培訓效果評估表(經(jīng)理填寫) ,所有的培訓評估資料均由人力資源部統(tǒng)一保管。5.5 Qualification資格Requirements for qualification of the personnel are given at all levels through a “Description of tasks & duties”.“崗位說明書中”規(guī)定了人員的所有資格水平要求。Internal qualification measures shall be recorded in HR Department (Qualifications matrix). The HR Department is responsible for the co-ordination and evaluation of internal &external training 員工內(nèi)部資格的評估結(jié)果(資格矩陣)應(yīng)記錄在人力資源部。人力資源部負責內(nèi)外部培訓的協(xié)調(diào)及評估。The effectiveness of the orientation performed is examined by the superior and confirmed by the employee. After completing the orientation, the superior and the employee confirm the success of the orientation in writing. 入職培訓執(zhí)行的有效性的考核由培訓師完成并得到員工的證實。完成入職培訓后,培訓負責人和員工一起以書面的形式確認入職培訓的完成。Manufacturing employees working in production can only be given a corresponding entry in the matrix ofqualification for their department once they successfully pass internal examination (including internal transfer).、無論是多技能培訓還是內(nèi)部轉(zhuǎn)崗,成功的通過考試的生產(chǎn)員工,才能被放入他們部門的資格矩陣。The implementation of qualification measures required by law (especial equipment, work safety, first-aid courses, etc.) is to be documented in attendance lists. 法規(guī)規(guī)定的資格的評估(工作安全、急救課程等)應(yīng)記錄在案。研討會形式的培訓不需要登記和評估。Employees who were not able to achieve this qualification successfully must accordingly be given supplementary follow-up training to qualify them, or be deployed in a post that is appropriate for them. WithNewly-appointed employees, the employment relationship is to be terminated in the event that they do not successfully complete the induction.不能成功獲得資格的員工應(yīng)安排輔助的培訓以進一步對他們進行資格認證,或轉(zhuǎn)到與其具備技能相適應(yīng)的崗位。轉(zhuǎn)崗后的員工如還不能成功具備新崗位所要求的資格的話,公司將會與其終結(jié)雇傭關(guān)系。Job matrix definition: Pass the common training exam.During the position skill training, basic skill (operate under the guidance)Qualification (independent operation / training assistant )Experienced (can be training operator)一般新進員工通過公共基礎(chǔ)培訓考試后在資格矩陣上表示為 制定了相應(yīng)的崗位技能培訓計劃,在崗位培訓過程中表示為 具有基本技能,不能獨立操作,需要有資格的員工輔助,在經(jīng)過崗位技能評定合格后表示為 有資格(可以能獨立操作),也可以輔助進行培訓, 則表示有豐富經(jīng)驗(可以培訓新工人) 。Job matrix must be validated by approver and date.資格矩陣必須有日期和批準人的信息。Otherwise, compensation standard of Non-flexible position will be modulated after matrix skill assessment per year. Above level can attend matrix skill examination.另外,一般每年對關(guān)鍵崗位進行一次多技能考核以提升員工,在資格矩陣上表示為 才能參加多技能考核。對于多技能,生產(chǎn)部門可以提出技能培訓,并有培訓計劃,各部門針對生產(chǎn)部門的培訓計劃組織培訓,培訓頻次一季度一次。多技能的資格認證需要生產(chǎn)、技術(shù)、質(zhì)量、維修等組成的多功能小組的相關(guān)人員的簽字確認。認證后相關(guān)技能超過3個月未在相關(guān)崗位上操作的,則資格喪失,需要重新培訓。6.
