The Role of the United Nations (UN) 當(dāng)前,國際形勢繼續(xù)發(fā)生復(fù)雜、深刻變化。世界多極化、經(jīng)濟(jì)全球化深入開展,科技革命孕育新突破,社會信息化影響不斷上升。各國間相互聯(lián)系、相互依存更加嚴(yán)密。新興市場國家和開展中國家不斷開展壯大。和平與開展仍是時代的主題。國家間交流、對話、合
2、作不斷深化,求和平、謀開展、促合作已成為各國人民的共同意愿和不懈追求。同時,地區(qū)熱點問題此起彼伏,西亞北非地區(qū)持續(xù)動亂,恐懼主義活動猖獗,防擴(kuò)散形勢依然嚴(yán)峻,氣候變化、糧食平安、能源平安等全球性挑戰(zhàn)日益凸顯。歐債危機(jī)仍未解決,世界經(jīng)濟(jì)復(fù)蘇面臨風(fēng)險,如期全面實現(xiàn)聯(lián)合國千年開展目標(biāo)前景不容樂觀。維護(hù)世界和平、促進(jìn)共同開展仍然任重道遠(yuǎn)。 The international situation continues to undergo complex and profound changes. Multi-polarity and economic globalization are deepeni
3、ng. New breakthroughs in scientific and technological revolution are in the making and the impact of information technology is on the rise. Countries are more closely linked and interdependent. Emerging economies and developing countries are becoming stronger. Peace and development remains the theme
4、 of the times. Exchanges, dialogues and cooperation between countries are deepening. To pursue peace, development and cooperation has become the shared aspiration and unwavering goal of people of all countries. At the same time, regional hotspot issues keep flaring up, and turbulence continues in We
5、st Asia and North Africa. Terrorist activities are rampant and the situation of non-proliferation remains serious. Global challenges such as climate change, food security and energy security are becoming more pronounced. The European debt crisis is yet to be resolved and the world economic recovery
6、faces risks. The prospect for attaining all the UN Millennium Development Goals (MDGs) on time is not optimistic. To uphold world peace and promote common development remains a daunting task. 聯(lián)合國作為當(dāng)今世界最具普遍性、代表性和權(quán)威性的政府間國際組織,是推動多邊合作的重要機(jī)制和平臺,在國際事務(wù)中發(fā)揮著不可替代的重要作用。新形勢下,國際社會普遍期待聯(lián)合國在維護(hù)世界和平、促進(jìn)共同開展、加強(qiáng)國際合作方面
7、發(fā)揮更大作用。 The UN, as the most inclusive, representative and authoritative inter-governmental organization, is an important institution and platform for advancing multilateral cooperation. It plays an irreplaceable role in international affairs. Under the new circumstances, the international community
8、 expects to see a bigger role of the UN in upholding world peace, promoting common development and strengthening international cooperation. 中國一直積極倡導(dǎo)、支持并踐行多邊主義,大力推動聯(lián)合國在國際事務(wù)中發(fā)揮核心作用。中國將繼續(xù)積極參與聯(lián)合國各領(lǐng)域活動,維護(hù)聯(lián)合國權(quán)威,繼續(xù)堅決維護(hù)?聯(lián)合國憲章?的宗旨和原那么,大力推動聯(lián)合國在開展等相關(guān)領(lǐng)域發(fā)揮更大作用,推動聯(lián)合國更加重視維護(hù)廣闊開展中國家的利益,為建立持久和平、共同繁榮的和諧世界作出更大的奉獻(xiàn)。
9、China has always advocated, supported and practiced multilateralism and made great endeavor to promote the UN’s central role in international affairs. China will continue to actively participate in UN activities in various fields, safeguard the authority of the UN and firmly uphold the purposes and
10、principles of the Charter of the United Nations. China will support the UN in playing a bigger role in development and other relevant areas and encourage the UN to pay close attention to protecting the interests of developing countries and make greater contribution to the building of a harmonious wo
11、rld of enduring peace and common prosperity. 二、聯(lián)合國改革 II. UN Reform 中國支持聯(lián)合國通過必要、合理的改革,提高權(quán)威和效率,增強(qiáng)應(yīng)對新威脅、新挑戰(zhàn)的能力,更好地履行?聯(lián)合國憲章?賦予的職責(zé)。聯(lián)合國改革應(yīng)提高開展中國家在國際事務(wù)中的發(fā)言權(quán),有助于聯(lián)合國在協(xié)調(diào)各國努力、應(yīng)對全球性挑戰(zhàn)方面發(fā)揮更大作用。改革應(yīng)在平安、開展和人權(quán)等領(lǐng)域均衡推進(jìn),特別是要推動在開展領(lǐng)域取得積極成果,并從機(jī)制和資源上對開展給予必要保障,切實推動落實千年開展目標(biāo),效勞于廣闊開展中國家的共同利益。 China supports necessary and
12、 reasonable reform of the UN so as to enhance its authority and efficiency, strengthen its capacity for addressing new threats and challenges, and enable it to better fulfill the responsibilities entrusted by the Charter of the United Nations. Reform should give developing countries more voice in in
13、ternational affairs, as this will help the UN play a bigger role in coordinating international efforts to respond to global challenges. Reform should be advanced in a balanced manner in security, development and human rights. More attention should be given to development so that it will have more su
14、pport in terms of institutions and resources. Earnest efforts should be made to implement the MDGs, as this serves the common interests of developing countries. 中國支持安理會通過必要、合理的改革增強(qiáng)權(quán)威和效率,更好地履行?聯(lián)合國憲章?賦予的維護(hù)國際和平與平安的職責(zé)。安理會改革應(yīng)優(yōu)先增加開展中國家、特別是非洲國家在安理會的代表性,使中小國家有更多時機(jī)輪流進(jìn)入安理會,參與其決策,在安理會發(fā)揮更大作用。這符合占聯(lián)合國會員國大多數(shù)的中小
15、國家的根本利益。安理會改革涉及方方面面,應(yīng)繼續(xù)進(jìn)展民主、耐心協(xié)商,兼顧各方利益和關(guān)切,尋求“一攬子〞改革方案,并達(dá)成最廣泛一致?!胺植阶擗暫汀傲闵⑻幚悫暃]有出路,只會破壞改革民主協(xié)商的氣氛。推動安理會改革朝有利于維護(hù)聯(lián)合國整體利益和會員國團(tuán)結(jié)的方向開展是聯(lián)合國全體會員國的共同責(zé)任,中國愿同各國繼續(xù)為此而共同努力。 China supports necessary and reasonable reform to the Security Council so that it will enjoy more authority and efficiency and better fulfill
16、 the responsibilities for maintaining international peace and security bestowed on it by the Charter of the United Nations. The priority of the Security Council reform should be on increasing the representation of developing countries, especially African countries, in the Security Council so that sm
17、all and medium-sized countries will have more opportunities to sit on the Security Council in turns, participate in its decision-making, and play a bigger role in the Security Council. This is in the fundamental interests of small and medium-sized countries which make up the majority of UN member st
18、ates. Given the broad agenda of the Security Council reform, it is important to continue with democratic and patient consultations to accommodate the interests and concerns of all parties, seek a package solution and reach the broadest possible agreement. The “step-by-step〞 or “piecemeal〞 approach w
19、ill lead us nowhere and will only ruin the atmosphere of democratic consultations for reform. It is the shared responsibility of all UN member states to move Security Council reform in a way that is conducive to the overall interests of the UN and the unity of its member states. China will continue
20、to work with all other countries toward this goal. 三、政治與平安領(lǐng)域 III. Political and Security Issues 〔一〕聯(lián)合國維和行動 1. Peacekeeping Operations 維和行動是聯(lián)合國維護(hù)國際和平與平安的重要、有效手段。當(dāng)前,聯(lián)合國維和行動規(guī)模不斷擴(kuò)大,授權(quán)日趨廣泛,面臨挑戰(zhàn)也在增多。中國堅決支持并積極參與聯(lián)合國維和行動,一貫主張聯(lián)合國維和行動應(yīng)嚴(yán)格遵守和執(zhí)行安理會有關(guān)決議授權(quán),始終堅持“當(dāng)事國同意、中立、非自衛(wèi)不使用武力〞的哈馬舍爾德維和三原那么,尊重當(dāng)事國的意愿和選擇,加強(qiáng)
21、任務(wù)規(guī)劃,明確優(yōu)先目標(biāo),協(xié)調(diào)一致行動,形成整體合力。聯(lián)合國維和行動應(yīng)加強(qiáng)同締造和平、建立和平的銜接及統(tǒng)籌,重視與區(qū)域和次區(qū)域組織加強(qiáng)合作。聯(lián)合國維和行動應(yīng)更加關(guān)注非洲國家的需求。 UN peacekeeping operations are an important and effective means for maintaining international peace and security. The peacekeeping operations, given their expanded scale and broadened mandate, are facing growi
22、ng challenges today. China is a strong supporter of and active participant in UN peacekeeping operations. China maintains that in conducting peacekeeping operations, it is important to strictly abide by and carry out the mandate of relevant Security Council resolutions, adhere to the three principle
23、s of “consent of the parties, impartiality and non-use of force except in self-defense〞 put forward by former UN Secretary-General Dag Hammarskjold, respect the will and choice of the host country, strengthen operation planning, set out clear priorities, and coordinate actions to form synergy. There
24、 should be better coordination between peacekeeping, peacemaking and peacebuilding. The UN should place greater emphasis on enhancing cooperation with regional and sub-regional organizations, and pay more attention to the needs of African countries in its peacekeeping operations. 中國重視并積極參與聯(lián)合國維和行動
25、,迄今共向聯(lián)合國維和行動派出軍事人員、警察和民事官員20000余人次。目前有近2000名中國維和人員在維和行動中執(zhí)行任務(wù),在安理會五常任理事國中名列前茅,是聯(lián)合國維和行動第16大出兵國。 China attaches importance to and actively participates in UN peacekeeping operations. To date, China has sent over 20,000 military personnel, policemen and civilian officials to UN peacekeeping operations.
26、 At present, there are nearly 2,000 Chinese peacekeepers on duty, making China a leading peacekeeper contributor among the five permanent members of the Security Council and the 16th largest troop-contributing country in the world. 〔二〕建立和平 2. Peacebuilding 建立和平有助于消除沖突產(chǎn)生的根源,對于實現(xiàn)有關(guān)國家和地區(qū)的長治久安具有重
27、要意義。建立和平委員會作為聯(lián)合國系統(tǒng)內(nèi)首個協(xié)調(diào)沖突后重建工作的機(jī)構(gòu),在幫助沖突后國家實現(xiàn)重建方面發(fā)揮了重要作用。中國一貫支持聯(lián)合國在沖突后重建中發(fā)揮領(lǐng)導(dǎo)作用,支持建立和平委員會及建立和平基金開展工作。建立和平委員會應(yīng)充分尊重當(dāng)事國自主權(quán),協(xié)助當(dāng)事國籌集資源,并更好地發(fā)揮建立和平基金的作用。建立和平委員會應(yīng)改良工作方法,提高工作效率,進(jìn)一步完善內(nèi)部機(jī)制建立,同時應(yīng)努力加強(qiáng)同聯(lián)合國大會及安理會等主要機(jī)構(gòu)、國際金融機(jī)構(gòu)及區(qū)域組織的協(xié)調(diào)與合作。中國將繼續(xù)為建立和平委員會工作提供支持。 Peacebuilding helps eliminate the root cause of conflicts,
28、 and plays a significant role in realizing lasting peace and stability in relevant countries and regions. As the first agency in the UN system entrusted with the responsibility of coordinating post-conflict rebuilding, the Peacebuilding Commission (PBC) has played an important role in helping with t
29、he rebuilding of post-conflict countries. China supports the UN’s leading role in post-conflict rebuilding and the work of the PBC and the Peacebuilding Fund (PBF). The PBC should fully respect the independent rights of the countries concerned, support their efforts in collecting resources and make
30、better use of the PBF. The PBC should improve its work method and efficiency, further strengthen internal institutions and, at the same time, enhance coordination and cooperation with the General Assembly, the Security Council and other major agencies as well as international financial institutions
31、and regional organizations. China will continue to support the work of the PBC. 〔三〕武裝沖突中保護(hù)平民 3. Protection of Civilians in Armed Conflict 中國對平民生命、財產(chǎn)平安在武裝沖突中受到威脅、遭到損失深表關(guān)切,敦促各方認(rèn)真遵守國際法和聯(lián)合國安理會有關(guān)決議,在武裝沖突中充分保護(hù)平民。 China is deeply concerned about the threat and loss caused by armed conflict to the l
32、ife and property of civilians, and urges the parties concerned to abide by international law and the relevant Security Council resolutions in good faith and give full protection to civilians caught up in armed conflict. 根據(jù)?聯(lián)合國憲章?和國際人道法,保護(hù)平民的責(zé)任首先在于當(dāng)事國政府。國際社會的幫助應(yīng)堅持公正、客觀和中立原那么,獲得當(dāng)事國同意,并充分尊重當(dāng)事國主權(quán)與領(lǐng)土完
33、整,防止介入當(dāng)?shù)卣渭姞幓蛴绊懞推竭M(jìn)程。 According to the Charter of the United Nations and the international humanitarian law, the responsibility to protect civilians rests first and foremost with the government of the country concerned. When providing assistance, the international community should adhere to the prin
34、ciples of “impartiality, objectiveness and neutrality〞, obtain the consent of the host country, fully respect its sovereignty and territorial integrity, and refrain from interfering in local political disputes or impeding the peace process. 各方應(yīng)把保護(hù)平民問題放在和平解決沖突的政治進(jìn)程中加以處理。在沖突后和平重建中也應(yīng)重視保護(hù)平民。聯(lián)合國各有關(guān)機(jī)構(gòu)應(yīng)
35、就此加強(qiáng)協(xié)調(diào),形成合力。 The protection of civilians should be incorporated into the political process aimed at seeking peaceful solutions to conflict. It should also be given priority in post-conflict rebuilding. The relevant UN agencies should strengthen coordination and form synergy in this respect. 〔四〕反
36、對恐懼主義 4. Counter-Terrorism 恐懼主義是全球公敵。國際社會在反恐領(lǐng)域投入不斷加大,共識日益增多,合作日趨深入,取得了不少積極進(jìn)展。同時,恐懼主義滋生的土壤并未鏟除,國際社會面臨的恐懼威脅遠(yuǎn)未消除,國際反恐形勢仍然十分嚴(yán)峻。 Terrorism is the common enemy of the world. The international community has scaled up input, reached broader consensus, carried out deeper cooperation and made substantial
37、 progress in the fight against terrorism. Yet on the other hand, the breeding ground for terrorism has not been removed, the terrorist threats to the international community are far from disappearing, and the international counter-terrorism situation remains as grave as ever. 中方主張,國際社會應(yīng)按照?聯(lián)合國憲章?及
38、其他公認(rèn)的國際法和國際關(guān)系準(zhǔn)那么開展國際合作,共同打擊恐懼主義。聯(lián)合國及其安理會應(yīng)在國際反恐斗爭中發(fā)揮領(lǐng)導(dǎo)和協(xié)調(diào)作用。打擊恐懼主義應(yīng)標(biāo)本兼治,采取政治、經(jīng)濟(jì)、外交等手段綜合治理,消除恐懼主義滋生的土壤。中方反對在反恐斗爭中采取雙重標(biāo)準(zhǔn),認(rèn)為不應(yīng)將恐懼主義與特定的國家、民族或宗教相聯(lián)系。 China maintains that the international community should carry out cooperation to combat terrorism in accordance with the Charter of the United Nations, int
39、ernational law and other universally recognized norms governing international relations. The UN and its Security Council should play a leading and coordinating role in the battle against terrorism. A holistic approach that addresses both the symptoms and root causes of terrorism should be adopted to
40、 remove the breeding ground for terrorism with the integrated use of political, economic and diplomatic means. China opposes the practice of double standards or linking terrorism to specific countries, ethnic groups or religions. 中國也是恐懼主義的受害者。以“厥斯坦伊斯蘭運動〞為首的“〞恐懼勢力長期籌劃、煽動對中國政府和人民的暴力恐懼行為,打擊“〞恐懼勢力是國際
41、反恐斗爭的重要組成局部。中國將繼續(xù)積極參與國際反恐合作,與各國一道共同打擊包括“〞在內(nèi)的國際恐懼勢力。 China is a victim of terrorism. The “Eastern Turkestan Islamic Movement〞 and other “Eastern Turkestan〞 terrorist forces have long been plotting and instigating violent terrorist attacks against the Chinese government and people. The fight against
42、the “Eastern Turkestan〞 terrorist forces is an important part of the international anti-terrorism campaign. China will continue to take an active part in international counter-terrorism cooperation and work with all countries to fight the “Eastern Turkestan〞 and other international terrorist forces.
43、 〔五〕朝鮮半島局勢問題 5. Situation on the Korean Peninsula 維護(hù)朝鮮半島和平穩(wěn)定、實現(xiàn)半島無核化符合有關(guān)各方共同利益,也是國際社會的一致呼聲。中方始終認(rèn)為,對話協(xié)商是解決半島有關(guān)問題的唯一有效途徑,六方會談是平衡解決各方關(guān)切、實現(xiàn)半島無核化的有效平臺。希望有關(guān)各方保持接觸對話,繼續(xù)致力于通過談判解決分歧,爭取早日重啟六方會談。中方愿同各方一道,繼續(xù)為此發(fā)揮建立性作用。 To uphold peace and stability and achieve the denuclearization of the Korean Peninsula
44、 serves the common interests of all parties concerned and represents the call of the international community. China holds the view that dialogue and consultation is the only effective way to resolve the relevant issues, and that the Six-Party Talks is an effective platform for addressing the concern
45、s of the parties in a balanced manner and achieving denuclearization of the Peninsula. China hopes that the parties will maintain contact and dialogue, stay committed to resolving differences through negotiation and resume the Six-Party Talks at an early date. China is ready to work with the other p
46、arties to continue to play a constructive role in this process. 〔六〕緬甸問題 6. Myanmar 緬甸保持穩(wěn)定與開展,符合緬甸的利益,也有利于本地區(qū)的和平與穩(wěn)定。緬甸政府在推進(jìn)國內(nèi)改革進(jìn)程方面取得積極進(jìn)展,對外關(guān)系不斷改善,值得歡送和肯定。中方一直鼓勵緬甸推進(jìn)國內(nèi)政治與民族和解進(jìn)程,呼吁有關(guān)國家早日全面解除對緬制裁。國際社會應(yīng)尊重緬甸人民自主選擇開展道路,為緬甸實現(xiàn)穩(wěn)定和開展發(fā)揮建立性作用。 To maintain stability and development is in the interest of
47、Myanmar and conducive to peace and stability of the region. The progress made by the government of Myanmar in advancing domestic reform and improving external relations should be welcomed and recognized. China has all along encouraged Myanmar to advance the process of political and national reconcil
48、iation and called on relevant countries to lift all sanctions on Myanmar at an early date. The international community should respect the development path independently chosen by the people of Myanmar, and play a constructive role in bringing about stability and development in Myanmar. 〔七〕阿富汗問題
49、7. Afghanistan 阿富汗局勢事關(guān)國際和地區(qū)的和平與穩(wěn)定,也事關(guān)國際反恐斗爭的順利進(jìn)展。目前阿富汗在和平重建方面取得了積極進(jìn)展,同時仍面臨不少困難和挑戰(zhàn)。要建立一個和平、穩(wěn)定、獨立、開展的阿富汗,還需要阿富汗和國際社會的共同努力。 The situation in Afghanistan concerns peace and stability in the region and the world at large and affects the progress of the international counter-terrorism effort. Afghanis
50、tan has made positive progress in peace and reconstruction, but still faces many difficulties and challenges. It requires the efforts of both Afghanistan and the international community to bring about a peaceful, stable, independent Afghanistan that enjoys development. 中國一貫支持并積極參與阿富汗和平重建,支持阿富汗政府主
51、導(dǎo)的和解與再融合方案,支持阿富汗與地區(qū)國家嚴(yán)密合作,不斷加強(qiáng)自身能力建立,改善平安環(huán)境。有關(guān)方面應(yīng)為阿富汗政府承當(dāng)平安責(zé)任創(chuàng)造條件,切實履行對阿富汗經(jīng)濟(jì)和社會開展的援助承諾,在確保阿和平穩(wěn)定的根底上,逐步、穩(wěn)妥地向阿移交平安權(quán)力。國際社會應(yīng)加強(qiáng)協(xié)調(diào)與配合,為早日實現(xiàn)“阿人治阿〞而共同努力。 China has consistently supported and actively participated in Afghanistan’s peace and reconstruction process. We support the reconciliation and reintegra
52、tion plan led by the Afghan government and we support Afghanistan in developing closer cooperation with countries in the region, strengthening capacity-building and improving security environment. The relevant parties should create conditions for the Afghan government to take over security responsib
53、ilities, honor commitment of assistance to Afghanistan’s economic and social development, and gradually and smoothly transfer security responsibilities to Afghanistan on the basis of ensuring peace and stability in the country. The international community should strengthen coordination and collabora
54、tion and work together to realize the goal of “Afghan people governing Afghanistan〞. 〔八〕伊朗核問題 8. Iranian Nuclear Issue 中方一貫支持維護(hù)國際核不擴(kuò)散體系,主張通過對話與談判妥善解決伊朗核問題,維護(hù)中東地區(qū)的和平與穩(wěn)定。伊朗作為?不擴(kuò)散核武器條約?締約國,享有和平利用核能的權(quán)利,同時也應(yīng)履行防擴(kuò)散國際義務(wù)。 China supports the upholding of the international nuclear non-proliferation reg
55、ime, and calls for an appropriate solution to the Iranian nuclear issue through dialogue and negotiation in order to maintain peace and stability in the Middle East. As a signatory to the Nuclear Non-Proliferation Treaty (NPT), Iran has the right to the peaceful use of nuclear energy and should at t
56、he same time fulfill relevant international non-proliferation obligations. 中方始終認(rèn)為,對話和談判是妥善解決伊朗核問題的正確途徑,也符合各方的根本利益。當(dāng)前形勢下,有關(guān)各方應(yīng)加大外交努力,靈活務(wù)實,求同化異,推動對話和談判盡早取得進(jìn)展。 China believes that dialogue and negotiation not only is the right way to properly resolve the Iranian nuclear issue but also serves the fu
57、ndamental interests of all parties. Under the current situation, the relevant parties should step up diplomatic efforts, adopt a flexible and pragmatic attitude, seek common ground while resolving differences, and push for progress in dialogue and negotiation as soon as possible. 在伊朗核問題上,中方一直積極勸和
58、促談,我們愿同各方一道,從維護(hù)國際核不擴(kuò)散體系和中東和平穩(wěn)定的大局出發(fā),為伊朗核問題的全面、長期和妥善解決發(fā)揮建立性作用。 China has always worked actively to promote peace and encourage dialogue for resolving the Iranian issue. Bearing in mind the overall interests of upholding the international nuclear non-proliferation regime and peace and stability in th
59、e Middle East, we will work with the other parties to play a constructive role in finding a comprehensive, long-term and appropriate solution to this issue. 〔九〕西亞北非地區(qū)局勢 9. Situation in West Asia and North Africa 一年多來,西亞北非地區(qū)一些國家局勢發(fā)生重大變化。推動地區(qū)實現(xiàn)和平穩(wěn)定與開展繁榮符合地區(qū)國家和國際社會的利益。中國尊重地區(qū)人民尋求變革、開展的愿望訴求,支持地區(qū)國
